This is an issue found in Quay 3.13.0 new UI, now Quay 3.13 support multiple auto-pruning policies, but found when using the same auto-pruning pattern with the same method, Quay also allow to support creating multiple patterns, it doesn't make sense and not reasonable, in following example, when customer want to auto-pruning image tags with pattern "rhel"* and using method "by_number_of_tags", Quay should only allow to create one policy, pls review this issue.
