SPIKE: Investigate redis connection handling in BuildManager

Twice now we've seen that when the redis connection disappears, builds stop getting scheduled to the OCP build cluster. Investigate how Build Manager is dealing with redis connections and ensure we don't have same issue with new Build Manager code.
