"Bad Request" when "Generate Access Token" with "Administer Organization"

      In organization's application detail.

      Generate token section, check "Administer Organization", click on button to generate token.

      Click on 'Authorize Application'. Bad Request.

      In quay.io, when I want to Generate Access Token with "Administer Organization" permission, it gives 400 error in UI while submitting.
