Registry wide autoprune policy does not display in UI namespace setting page

1.Add registry autoprune policy in config.yaml

AUTOPRUNE_TASK_RUN_MINIMUM_INTERVAL_MINUTES: 5
DEFAULT_NAMESPACE_AUTOPRUNE_POLICY:
  method: creation_date
  value: 3m
AUTO_PRUNING_DEFAULT_POLICY_POLL_PERIOD: 60 

2.create new org, check autoprune policy in org setting

Do not see autoprune policy in UI

Should see registry autoprune policy to org in UI
