If autoprunning is enabled for an org, then repos inside it inherits autoprunning policy. When this is the case then:

1. Tags inside repo mirror should not be affected or attempted to be deleted. But in reality tags are getting deleted and they do not honour autoprunning policy
2.  An endless loop is created where pruner deletes tags and mirror worker syncs new one.

This pattern needs to be fixed.
