Goal: Prevent mirror registry users from accidentally creating a new installation upon upgrade.

Background: If the upgrade command is run with -quayRoot a new mirror registry  deployment will be created instead of updating an existing one if the initial install command was run with -quayRoot.  Installing the mirror registry into a custom directory is very likely to happen.

Feature: Add a interactive prompt during upgrade when no --quayRoot override was given and there is no install found in the default location. The prompt should inform the user that no existing install was found and the upgrade procedure would create a new install. The default response should be No.
