Skopeo timeout for the mirror worker currently hardcoded to 300 seconds

      The value of the SKOPEO_TIMEOUT_SECONDS is currently hard coded to 300 seconds which can cause problems when mirroring big images with very large layers. Suggest to make it a configurable option.
