Quay.io is in the process of moving objects that haven't been accessed in 90 days to a cheaper storage option. Clair currently reindexes at least once every 90 days, effectively accessing the content and preventing it from being moved to cold storage. This ask is for Clair to not access content that has been moved to cold storage so that cost savings can be realized on used objects.

This is expected to be a joint Quay & Clair effort and Quay.
