[DOC] there is no create team API in quay API official document

      Description of problem:

      In the section 2.23. team of quay API official document, there is no mention of how to create a team.

      Due to this API is the same with API updateOrganizationTeam (2.23.7.updateOrganizationTeam),  we can update the description of 2.23.7 section,  to let customer know this API also can create a team.
