Quay 3.11 new UI superuser can't operate image tags under normal user's organization when enabled superuser full access

      Description:

      This is an issue found in Quay 3.11 new UI, when enabled "FEATURE_SUPERUSERS_FULL_ACCESS: true", found Superuser can't add new tag/edit labels/change tag expiration/Remove/Permanently delete the image tags under Normal user's organization, pls review this issue.
