Quay 3.11 new UI superuser can't see build tab and settings of normal user's image repository when enabled superuser full access

      Description:

      This is an issue found in Quay 3.11 new UI, when enabled "FEATURE_SUPERUSERS_FULL_ACCESS: true", found superuser can't see the build tab of normal user's image repository, pls review this issue.
