Quay 3.11 new UI superuser can't see teams/membership, robot accounts, default permissions and settings of normal user's organization when enabled superuser full access

      Description:

      This is an issue found in Quay 3.11 new UI, when enabled "FEATURE_SUPERUSERS_FULL_ACCESS: true", found superuser can't see the teams/membership, robot accounts, default permissions and settings under normal user's organizations, pls review this issue.
