Quay 3.11 new UI superuser can't select normal user's namespace or organizations during create new image repo when enabled superuser full access

      Description:

      This is an issue found in Quay 3.11 new UI, when enabled "FEATURE_SUPERUSERS_FULL_ACCESS: true", found Superuser can't select namespace to create new image repository, see following screenshots, pls review this new UI issue.

      Quay Super user with full access can't choose namespace to create new image repo:
