Problem: When using the tag expiration modal with a non-US locale, there are validation errors that occur because the time picker component is using a 12 hour format always. Also, the validation error messages cause the layout to be off. The en-US locale is hard-coded throughout the UI code base.

Reproducer: This always happens when there is no expiration date set and the user selects another future day from the calendar picker.
