Since the new UI does not have the oauth screens implemented, the old UI will be modified to support token reassignment. This includes being able to specify a different owner on token creation as well as the option to reassign a token after it has been created.

Currently the list of oauth tokens are in the user account page, so another page will need to be created in the oauth tab to manage the token assignment.
