Description of problem:

When set a notification by Red Hat Quay Notification method for 'image Build failed' event, after trigger a failed build process,  will get two failed message in web page notification list.

How reproducible:

1 Configure a notification by Red Hat Quay Notification method for 'image Build failed' event under a repository.

2. Trigger a failed build process

3. Check the notifications displayed in quay notification tab.

Actual results:

In quay web page, there are two failed message.

Expected results

One build failed event should send one failed message to quay notification tab. 

Additional info:

There is only one failed message received by e-mail, webhook and slack.
