Website tag display does not allow scrolling

      When displaying the tags list (for instance, https://quay.io/repository/cephci/daemon-base?tab=tags), the first 25 are displayed, but if the window is too short to display them all, there is no scrollbar to scroll them; one must expand the window to see all 25 tags.
