Description:

This is an issue found in Quay 3.10.5 Quota management, after set the Quota of target Organization to 2GB, and reject at 100%, found on Quay Console, the Quota Consumed is 76%+2%+8%+15%=101%, in this situation, Quay still allow to push image and show the quota usage is 100%, actually the quota consumed is 101%, pls review this issue.
