Quay 3.11 new UI should show the tip of slack Webhook URL when creating slack notification

Description:

This is an issue found in Quay 3.11 new UI, when creating slack notification on current, Quay give slack webhook URL as "See: https://slack.com/services/new/incoming-webhook", but in new UI can't see this tip, suggest adding this in new UI, this will help Quay Customers get the slack webhook URL and saving efforts to config slack notification, pls review this issue.
