Quay 3.11 new UI should not show invited tab when the team is configured sync from OIDC group

Description:

This is an issue found in Quay 3.11 new UI, after configured the authentication type of Quay 3.11 to OIDC and configured new team to sync from OIDC group, that means all members of this team should be synced from OIDC group, hence should not display invited tab in this situation, pls review this issue.
