Description:

This is an issue found in Quay 3.11 new UI, when an image repository is in MIRROR or Readonly State, on current UI there's no build tab to allow build image, but in new UI the build tab is displayed and when building new image, hit error "Failed to start build",and the response error message is "{"message": "Repository is in read only or mirror mode: RepositoryState.MIRROR"}", actually if an image repository is in MIRROR or Readonly State, new UI should not display the build tab, pls review this issue.
