Quay 3.11 change log on super user admin panel is still "v3.8.1 - 2023-01-24"

      Description:

      This is an issue found in Quay 3.11 current UI, when navigating to Quay Superuser admin panel, checked the change log, found the version is still v3.81, actually it should show the change log of Quay 3.11, pls review this issue.

      Quay: quay-operator-bundle-container-v3.11.0-16

      Quay 3.11 super user admin panel "change log" is v3.8.1
