Quay 3.11 new UI build image by uploading Docker file should support .tar.gz or .zip

Description:

This is an issue found in Quay 3.11 new UI, when trying to build image by uploading user's own Dockerfile, found new UI doesn't support ".tar.gz", but current UI does support this for long time, maybe Quay Customers will have concerns, pls review this issue.
