Description:

This is an issue found in Quay 3.11, when Quay was configured to set Authentication type as OIDC and enable team sync from OIDC Group, the enable/disable team sync from OIDC group can't be audited, that means Redhat Quay as Enterprise Level Software Product all operations should be audited, pls review this issue.
