If a manifest has previously been indexed with Clair v4 (and has a ManifestSecurityStatus row), but when fetching security information from Clair v4 returns HTTP 404 (like if the DB is deleted), this should trigger Quay to re-index the manifest.

Right now, the manifest will never have security information ever again.
