unable to restore older tags deleted from the repo which are created a year back

      • The user is not able to restore tags 4 months or a year old. In tag history, the deleted tag is not seen + restore link is not seen
      • This is seen in 192 repos in one organization rest works fine.
      • We checked quay logs and kibana logs to ensure tags were deleted successfully. However, they do not appear in the tag history
      • the customer env has pgbouncer for the Postgres DB and has one DB host as leader and the other 2 as replicas.
      • Quay has issues connecting with Database 
        32 | Database   | Could not connect to database. Error: ERROR: prepared statement "lrupsc_1_0" does not exist (SQLSTATE 26000) | 🔴  |

        Business Impact: The application team not able to spin up the pods with the deleted tags.
