Goal: Allow users to leverage a dark mode of the new UI to align with their system look and feel and to reduce eye strain when using the interface on a monitor in a dark environment.

Acceptance criteria:

• the new UI offers a theme switcher
• the theme switcher supports three modes:
  • light mode (the current PatternFly styling)
  • dark mode (the PatternFly5 dark theme)
  • auto mode (light or dark mode depending on the client's browser color preference)
• the default should be the auto mode
• the theme preference should be stored in the client's local browser storage
• the theme preference should be automatically used when the new UI loads
