Goal: Enable users to customize the TLS version used by Clair

Why this is important: 

• For security reasons, a user may need to disable some insecure TLS versions. 

Scenario:

• As a Quay user, I would like to allow only some TLS versions (for example TLS 1.3) and deny insecure ones(for example TLS 1.1)
