[New UI] "Create default permission" button is disabled unexpectedly

Description of problem:

When add a new default permission setting,  in the "Create default permission" wizard,  the  "Create default permission" button is disabled unexpectedly sometimes.

always

Steps to Reproduce:
1. Create 10 common users: user1 to user10
2. Log in with user1 and create a organization "user1_org1"
3. Create 3 teams under organization "user1_org1", 
   The team "user1org1memberteam" has "Member" role. Add user2 to this team.
   The team "user1org1creatorteam" has "Creator" role. Add user3 to this team.
   The team "user1org1adminteam" has "Admin" role. Add user4 to this team.

4. Go to "Default permission" tab, click "Create default permission" button and go to "Create default permission" wizard.

5. Input valid value for "Repository creator" and "Applied to", then check "Create default permission" button work status

Actual results:

In the "Create default permission" wizard, the "Create default permission" button is disabled unexpectedly sometimes. Did not find out the significant rule about how to reproduce this problem.  But the probability of occurrence is very high. Especially when input a user prefix and choose the matched user in dropdown list.

Expected results:

The "Create default permission" button can work well as long as the value of "Repository creator" and "Applied to" are valid.
