[New UI] The user in the team which has "member" or "creator" role can't see the "Teams and Membership" tab

Description of problem:

In old UI,  the user in the team which has "member" or "creator" role can see the "Teams and Membership" tab in a organization.  But in the new UI, it can't.

Steps to Reproduce:
1. Create four common users: user1, user2, user3, user4

2. Log in with user1 and create a organization "user1_org1"

3. Create 3 teams under organization "user1_org1", 
   The team "user1org1memberteam" has "Member" role. Add user2 to this team.
   The team "user1org1creatorteam" has "Creator" role. Add user3 to this team.
   The team "user1org1adminteam" has "Admin" role. Add user4 to this team.

4. log in with user2 and check organization display status in old UI and new UI.

5. log in with user3 and check organization display status in old UI and new UI.

6. log in with user4 and check organization display status in old UI and new UI.

Actual results:

The users in the teams which has "Member" or "Creator" role can see the "Teams and Membership" tab under organization "user1_org1" in old UI.  But in the new UI, they can't.

Expected results:

In the new UI, the users in the teams which has "Member" or "Creator" role can see the "Teams and Membership" tab too.
