Quay Cluster Dashboard Vulnerable image heading is not existed

Description:
This is an issue found at checking the total Vulnerabilities number on OCP Cluster Dashboard,
as the designed doc mentioned, the total number is the image number which has Vulnerabilities, but the "Vulnerable Images heading" was not existed, so it's confused for users what's the total number means here, "total Vulnerabilities number" or "image numbers which has Vulnerabilities".

Steps:
1. Open OCP Console UI
2. Click "Overview"
3. Click status->Quay Image Security
4. Check the details of Quay Image Security breakdown

Expect Results:
The "Vulnerable Images heading" was existed to show users that this is the total number and breakdown of images which has Vulnerabilities.

Actual Results:
The "Vulnerable Images heading" was not existed.
