Quay 3.10 can't audit the operations of create/update/delete autoprunepolicy

Description:

This is an issue found in Quay 3.10 new feature "Autoprune policy", when the Organization admin or other privileged Quay users perform create/update/delete autoprunepolicy under this Organization, there's no audit logs in the Organization's usage logs, from Quay Customers perspective these operations should be audited. 

Pls review this issue.
