Currently, Quay only supports initializing of users via the initialize endpoint when local database is used for authentication. This change would allow users to use the endpoint even if LDAP is used as an authentication method, provided that the user exists in LDAP tree. It would also allow users to get the API token without going through the normal UI procedure.
