[Stage.quay.io]: Create Repository returns 500 in current user's namespace

      Description of problem:

      Always returns 500 on stage.quay.io after DB migration, when "Create Repository" in current user's namespace

      Env:

      https://stage.quay.io/
Firefox/Chrome

       

      Steps:

      1, Login https://stage.quay.io with user quay-qe@redhat.com

      2, Click quay_qe in "Users and Organizations" panel to enter its namespace

      3, Click "Create New Repository" or "quay_qequayrhel8" in Repository Name list, any of them will abort to https://stage.quay.io/500 , this happens each time
