Currently Quay does not work with OpenSSL 3. This can be traced back to the Rehash library not supporting OpenSSL 3, see https://github.com/kislyuk/rehash/issues/6.

This will prevent newer Macs from being able to locally develop Quay and it will also block adoption of UBI 9. This issue can be seen when trying to run the test_basic_push_pull[v2_1-v1-oci_model] test on master.
