[OMR] quay pod can't start due to file`dumb-init` not found in OMR 1.3.8

      Description of problem:

      When use openshift-mirror-registry-rhel8:v1.3.8-1 to install OMR,  the quay pod can't start for  below error 

      # podman run --name quay-app -v /root/quay-install/quay-config:/quay-registry/conf/stack:Z -v quay-storage:/datastorage:Z --pod=quay-pod --conmon-pidfile /run/quay-app.service-pid --cidfile /run/quay-app.service-cid --cgroups=no-conmon --replace registry.redhat.io/quay/quay-rhel8:v3.8.11

Error: crun: executable file `dumb-init` not found in $PATH: No such file or directory: OCI runtime attempted to invoke a command that was not found

      Suppose there were some wrong during build quay image.
