As Quay.io has now enabled GC that reaches out to Clair to delete we should expose the GC metrics both for our benefit and for the benefit of upstream users.

Steps:

• Modify clair grafana dashboard
• Generate dashboard-clair.configmap.yaml
• Merge
• Update stage devshift grafana instance in clair.yaml saas file
• Update prod devshift grafana instance in clair.yaml saas file
