Next page button in tags view does not work correctly when the repo contains manifests and manifests lists

When using the next page button in the tags view, the page sometimes jumps from whatever page you were on to 1st. Other times, it doesn't show the next page at all. The issue seems to happen only when the repo contains both manifest and manifest lists. When scrolling through the list of tags in quay.io/quay/quay repo which contains only normal manifests, the issue does not appear.
