Build function should not display python SyntaxWarning error message

    Description

      Description of problem:

      When run build function in quay 3.9,  got  SyntaxWarning error message in quay logs. These errors don't affect build function, but it is better to fix them. 

      builder stderr | /app/lib/python3.9/site-packages/magic.py:193: SyntaxWarning: "is" with a literal. Did you mean "=="?
