Description:
This is an issue found in Quay 3.9.0, after push two image tag to the same image repo, the two image manifest refer to the same image, the 1st is V2S2, the 2nd is OCI, the size of child image manifest are 109.3MB and 104.3MB, so total Quota Consumption should be 213.6MB(214MB), but Quay console display as 224MB, pls review this issue.
