Description:

This is an issue found in Quay 3.9.0, after push image to quay, on Quay Console click "delete this tag", and in usage logs, this operation can be audited correctly. But if click "Delete tag" from Tag History to run "permanently delete image tag", this action is not recored in usage logs, that means this operation can NOT be audited. Pls review this issue.
