HTTP400 Error when creating organization

      When creating an organization in https://console.redhat.com/quay, action fails and user is receives notice "Unable to create organization, HTTP400" 

      Multiple user with issue (https://redhat-internal.slack.com/archives/C0332MXGHPF/p1683638746833469)

      It would be good to add more details to the for the user.
