Quay 3.9.0 config editor POD was crashed

      Description:

      This is an issue of Quay 3.9.0, after deployed quay with quay operator with all managed components, found Quay config editor POD was crashed, checked POD get error message "inja2.exceptions.UndefinedError: 'dict object' has no attribute 'quotatotalworker'"

      Quay Version: quay-operator-bundle-container-v3.9.0-71
