Now after user login Stage Hybrid Cloud Console, user can push image and pull images from stage.quay.io, but can't build image. However, in the notification event list, user can create event like "image build success", "image build failed", etc. It's not reasonable to give these notification event type when user can't build image, pls review this issue.
