The `Image` table is a legacy of the old data model that we kept around during the OCI transition to make the transition faster. It is primarily used for V1 pulling and pushing, as well as currently for storing certain metadata and for preventing GC of uploaded blobs. All these uses should be transitioned to manifest or blob based systems, and the Image table should stop being written entirely, as it is a VERY big table and makes pushing slower.
