https://github.com/quay/claircore/pull/347 started the process for ClairCore to support unfixed RHEL vulnerabilities. However, this work has not been completed, yet.

Clair should inform users of all vulnerabilities, fixed or not, and the user should be the one to decide whether it cares about unfixed vulnerabilities.
