Currently the Quay Monitor works as a standalone app with direct access to docker socket. Running on OSD means it needs to rely on CRI-O instead of docker so we need to update the code accordingly (using podman/buildah).

AppSRE team is depending on this work to finalize migration of Monitor over to their cluster.
