Custom Clair configuration documentation is misplaced and too thin

      Currently the the chapter "Advanced Clair configuration" is "Manage Quay". It is not clear why that is as it belongs in the Quay Configuration Guide.

      Furthermore, the custom Clair configuration aspect is sort of an afterthought. The chapter 7.3.1 starts with the use case of using an unmanaged database and then 7.3.2 talk about running a custom Clair configuration with a managed database.

      The documentation should lead with the Clair customization by documenting all Clair tunables, again this should be part of the Quay configuration guide.

      Then, the Quay operator guide should have a section of how to customize the Clair config generically (by adding the clair-config.yaml key to the config bundle secret) and how to align it with a managed vs. unmanaged database.
