Description of problem:

The 'Dockerfile Build Started' does not send out notification by Quay Notification.

How reproducible:

always

Steps to Reproduce:

1. create a new organization and build repository for bitbucket build in stage.quay.io
2.  create a build trigger by bitbucket
3.  create a "Dockerfile Build Started" + "Tom's Quay Notification"  notification

4.  start a build process, wait for the build complete successfully

Actual results:

Did not receive build started notification in Quay Notification tab

Expected results:

should receive build started notification in Quay Notification tab.

There is a opening issue about this problem for quay. PROJQUAY-3939 The 'Dockerfile Build Started' does not send out notification by email, webhook and UI notification
