Quay 3.8.0 superuser doesn't have permission to add new team member to normal user's team when enabled superuser full access

Description:

This is an issue of Quay 3.8.0 new feature "superuser full access", after enabled flag "FEATURE_SUPERUSERS_FULL_ACCESS: true", found superuser doesn't haver permission to add new team member to the normal user's team, pls review this issue.
